Description
The Project Manager 1 will manage and provide expertise to a team of managers and workers in the day-to-day management of project safety, quality, schedule, cost control, contracts, subcontractors, suppliers, proposals, estimates, documentation turnover, client relations/management, field staff and other duties required to execute Engineer Procure Construct (EPC), Construction Management, and Construction projects. The Project Manager 1 is responsible for the successful completion of projects from inception to completion and may perform the role of EPC Project Manager or Program Manager, as well as support and provide guidance to others performing these roles as required by multiple projects.
Duties
• Adhere to safety programs, training, and policies, as well as promote and manage the Safety & Health performance of project team members and subcontractors.
• Responsible for successful project execution and timely completion of projects within budget while providing expertise in multiple facets of projects including safety, quality, engineering, procurement, construction, environmental compliance, project controls, and public/community relations.
• Consult with existing and new clients to gain an understanding of the client’s business needs and sell the services of organization.
• Advise on internal and external project risk reviews and consult with the Legal Department as required.
• Be an expert in the review, negotiation, approval, and execution of prime contracts, subcontracts, and change orders.
• Develop and lead the implementation of the Project Execution Plan (PEP), including engineering, procurement, and construction execution, the quality assurance plan, safety & health plan, subcontracting plan, project staffing plan, organization chart, and procurement plan. Includes training of new project team members on the PEP.
• Approve and implement multiple project specifications, drawing releases and design changes.
• Coordinate activities of multiple global practices/disciplines and manage the efficient cost-effective utilization of staff while adhering to contractual and performance requirements.
• Lead and oversee the project plan for site mobilization and demobilization and support Site Manager with implementation.
• Manage composite crew rates to determine labor and equipment costs.
• Manage the crew mix to ensure appropriate staffing on multiple projects.
• Manage labor burdens including craft classifications, benefits and labor laws.
• Maintain accurate craft classifications and craft progression records.
• Responsible for upholding standards of craft competency and training.
• Able to estimate, forecast and manage craft install unit rates, production rates to ensure earned value, schedule, change management and ensure cost metrics are met.
• Mentor and foster craft training and identify advancement opportunities.
• Manage small tools and consumables by implementing accurate inventory metrics.
• Manage construction equipment to ensure adequate inventory to complete projects.
• Analyze issues and communicate project status, risks, schedule and costs to all internal and external stakeholders.
• Lead and oversee the downstream Request For Proposal (RFP) and bid process, and prepare detailed scope of work documents for supplier and subcontractor contracts, including recruiting, prequalifying, evaluating, recommending, and selecting subcontractors and suppliers. Train new project team members on these processes.
• Oversee compliance with company and client policies and requirements related to small and diverse suppliers.
• Manage downstream contract administration including Request For Information (RFI), submittals, change management, contract closeout, and claims mitigation.
• Analyze and approve internal and external reports including project scheduling, budgeting, cash flow forecast, and project status reports. Present reports to internal and external executive management as required.
• Manage Prime Contract, subcontractor, and supplier invoicing process.
• Oversee client, supplier and company commissioning and startup teams.
• Audit the project documentation and filing systems.
• Verify that the project and subcontractor insurance, taxes/duties, licensures, and bonding are in place per the project requirements.
• Verify the securement of all applicable project permits.
• Conduct project safety, quality, progress and financial audits and assessments as required.
• Present at project and corporate meetings.
• Manage project non-conformance reporting process.
• Oversee project cost reporting, scheduling, work breakdown structure establishment, project set-up and closeout, and field progress tracking of project activities or program level activities as required. Includes training of new project team members as necessary.
• Oversee the materials receiving and management process, including inventory control, receiving of goods, storage, and transportation.
• Verify with superintendents and site managers the compliance of subcontractors and client contractors with contract documents, safety & health requirements, quality, and schedule.
• Communicate financial aspects of projects to executive management, client, and others as required.
• Direct the project turnover documentation, warranty administration, project closeout, and recordkeeping/retention processes and procedures.
• Manage communication with governmental, industry, and public entities, and community relations on project-related matters.
• Implement plan to satisfy project permit requirements and regulations.
• Lead and participate in project planning, scheduling, estimating, cost development, and establishing critical project objectives.
• Collaborate with engineering to establish development and distribution of engineering deliverables per project schedule and requirements.
• Review daily construction field reports as necessary.
• Consult on program-based real estate and ROW acquisitions.
• Report all employee relations issues and consult with the appropriate Human Resources Representative to resolve issues in a compliant and consistent manner.
• Monitor progress on projects and provide input into areas of concern and direction or redirection to enhance achievement of project schedules, productivity goals, budgets, quality and overall profitability of the project.
• Manage the training programs for interns, construction coordinators, assistant construction project managers, construction project managers, engineers, and support services.
• Provide performance feedback for each project team member to their respective Department Managers.
• Manage community and building trades relationships as necessary.
• Lead in the development and implementation of project labor agreements with building trades as required.

Qualifications
• Bachelor's degree in Construction Management, Engineering, Program Management or a related field.
• Additional applicable experience may be substituted for the degree requirement.
• A minimum of 15 years relevant project management experience in the construction or large program management industry.
• Must have achieved company certification and able to execute projects as an EPC Project Manager.
• Must have an understanding of each craft discipline, the tools of the trade, the job task and methods of executing work.
• Must have an understanding and ability to forecast the craft labor market conditions and how to stract and maintain a direct hire work force.
• Ability to thoughtfully and positively influence, lead and manage.
• Excellent computer skills and proficiency in Microsoft Office (Word, Excel, Outlook, PowerPoint and Access).
• Strong experience with document control, scheduling, cost control and project management software is preferred.
• Excellent written and verbal communication skills and strong organizational skills.
• Strong analytical and problem-solving skills, and attention to detail.
• Ability to handle large volumes of work and multi-task in a fast-paced environment.
• Multiple years of experience on construction project sites or executing program management in the industries of aviation, commercial, energy, government, manufacturing, oil & gas, process, transmission & distribution, or water is preferred.
• A basic understanding of Generally Accepted Accounting Principles is required.
• OSHA 10 hour and 30 hour certification strongly preferred
Must be able to meet the company's driving requirements.
Travel
Travel is required as necessary to support the execution of projects, training and other corporate requirements. Travel may extend over weekends and holidays. Potential for extended periods of travel exists to support project execution for duration of project/program in the form of field assignments or relocation. Frequency of travel will vary based on the different project needs. Travel on short notice may be required.
